Usman, who was formerly the acting director of army public relations was confirmed after his promotion from the rank of colonel to a brigadier general in December 2016.
It has been gathered that his promotion to a brigadier general accord him the right to hold the position of army's spokesperson in a substantive capacity.
The confirmation of his position was made through the directorates Whatsapp platform.
